  18. <p>     Soviet negotiators are coming around on the question of
  19. their waning role in Afghanistan. If anything, Moscow now seems
  20. as anxious as the U.S. to finalize a deal. An agreement has
  21. seemed imminent ever since last month's Bush-Gorbachev summit
  22. in Washington, and State Department officials believe it could
  23. come during the third Two-plus-Four conference in Paris next
  24. week. Moscow has sent a delegation to Washington to work out
  25. details of President Najibullah's future role, an acceptable
  26. election procedure and establishment of a vote-monitoring
  27. commission.
